Is this black mold on the wall of my * * photo?

I am renting an apartment rented by the university to attend, and the furnace in the closet has been seeping into my room. I've been trying to get maintenance personnel in it, but only check up on it from time to time to try to find where leak is coming from. They have also torn a hole in the wall of the closet to find the leak, but nothing new has happened yet. Well, my room next to the closet smells mold for me so I checked into the cabinet and the material was black on the walls. I was wondering if anyone knows if this could be Toxic Black Mold?
