I think the answer to your question is yes, as travel agents are "experts" and should investigate all aspects of the health risks before location to place the ads to visit. I also have never seen anyone be happy to visit Toronto, everyone has a complaint, fire trucks, ambulances and police sirens are at the level of definition that have no regard for people.
